Introduction

New Brunswick, Nova Scotia, and Prince Edward Island were the first three provinces in Canada to pursue regional cooperation in a formal manner with the establishment, more than three decades ago, of the Council of Maritime Premiers.

The Council provides an organized capacity for the Maritime provinces to maximize the benefits of government services through joint action. The Council of Maritime Premiers is the predecessor to the Council of Atlantic Premiers.


Maritime Economic Cooperation Act

The Maritime Economic Cooperation Act (MECA), proclaimed in the summer of 1992, provided the framework for cooperative action by the Council of Maritime Premiers during the 1990s. It was the first broad, goal-oriented, multi-provincial legislation in Canada.

The Act set out seven strategic goals and five principles for cooperation between the Maritime provinces. It also established decision-making rules to guide the Council and the provinces.

Maritime Provinces Harness Racing Commission

The Maritime Provinces Harness Racing Commission (MPHRC) assumed regulatory authority for the region’s harness racing industry on April 1, 1994.

The Commission governs, supervises, controls and regulates harness racing and racetracks. The Commission is mandated to:

  • establish uniform rules for conducting harness racing
  • recruit, train, evaluate and deploy harness racing officials
  • promote and market harness racing
  • promote and encourage the breeding and racing of horses

The Commission is comprised of two representatives from each province, with a chair appointed from within its membership.

Maritime Provinces Higher Education Commission

The Maritime Provinces Higher Education Commission (MPHEC) was established in April,1974. The Commission’s purpose is "to assist the provinces and their institutions in attaining a more efficient and effective utilization of resources in the field of higher education in the region".

The Commission is comprised of a full-time chair and nineteen members, appointed by the Council of Maritime Premiers. Members are drawn from the university community, provincial civil services, and the public at large.
